     This proposal does not intend to supersede the United State Constitution. It is a document that intends to generate individual and collective endeavor among black Americans to uplift our communities, as we feel we have a better insight on how to deal with this ongoing, unfortunate experience.

     This is not a separatist proposal. Activities that are proposed within the Articles of this Constitution, are created for purposes of drawing huge numbers of people, and there is no language therein that suggests that non-African Americans cannot share and partkake in our agenda i.e., that you are not welcome. You are welcome to share this hope for improvement with us.

 

                                     Preface:

1. Purpose- to create an enhanced moral, responsible, dutiful, and unifying mindset among black Americans.

2. To provide suggestions for an agenda and plan of success for black Americans, that are found in the Articles themselves, while simultaneously serving as precepts, codes of conduct, and a heightening of global awareness life and death issues.

3. For purposes of creating an archival, historical document for future reference purposes.

 

 

 

The first drafting of this proposed Constitution "C228" was done in 2015-2016. Article 8, "Health and Longevity" was an intent to highlight the need for black Americans to consumemore oranges, apples, melons, fresh squeezed fruit and vegetable juices, smoothies with raw spinach, raw brocolli, berries, seaweed, wheat grass, dragon fruit, aloe vera juice or gel, etc. C228 was not adopted in my view. Had it been adopted and the agenda pushed, I believe the disproportionate number of black persons ( or any persons) who died from Covid-19 related deaths would have been dramatically reduced, as the body's immune system would have been strengthened.

 

 

                                  C229 Preamble       

                                         

 

   We The People, of African lineage and citizens of the United States, for the purposes of promoting the general welfare of our people, who, by virtue of having our lives and those of our ancestors, co-mingled with the history of America, must recognize, define, and document our aspirations, hopes, goals and conditions upon which we shall endeavor to uphold. This document serves as a literary monument and mandate upon ourselves now and for our posterity.

                             

 

 

 (a) .Black people have a black national ANTHEM“ lift every voice and sing“...

 

(b). Native Alaskans ( formerly Eskimos), and Native Americans  living on reservations have their own "sovereign" constitutions. (They provided the land; African Americans provided labor).

     

     The United Negro Improvement Association (UNIA) has a Constitution and By-laws that were instituted in 1918 and with the purpose to uplift black people worldwide being one of it‘s many objectives. The scope of our Constitution C229 is narrower, and addresses more closely those spiritual, economic, social, and civic issues facing blacks in America, with consideration for black people worldwide to be sure.              

     Our Constitution C229 for black Americans and communities, serves as a benchmark and threshold evidence of our determination to be contemporaneously diligent, taskful, and historically responsible for life in our communities today and for our posterity.    We need to have our Constitution (an agenda and plan ) in WRITING, ON PAPER with a request that HIGH HONOR  and personal accountability be given to it’s purpose. 

 

 

ARTICLE  1.... NAME

 

     The name of this endeavor shall be C229, The Constitution For African Americans.

 

Article 2....  BOUNDARIES

     

     The boundaries of this Initiative extend to those communties within the borders of the United States.

 

Article 3... MEMBERS

 

     Section 1.(a) All persons of African descent  whose name currently appears on U.S. census rolls.

                     (b) All persons having African-American blood through ancestral-intermarriage with a black man or woman

(father or mother).

   

   Section 2.The American black community recognizes diversity in langauge, religion, culture, ideologies, interests, and other social environments. We ask that black non-citizens be made aware of the Initiative national agenda, so as to better integrate their economic and social activities with those of the black community if they desire. This will in turn enhance their short, long term, or permanent stay while in the U.S.

 

   Section 3. Civic Responibility

     All residents of the black community must be civic minded and share the responsibilty of ensuring that our communities are clean, safe, spiritually focused, politically active, economically wise, and socially tolerant. which is the hallmark of uniform behavior within our communities.

 

 Article 4. Youth Daily Affirmation-  seeks to instill in youth and young adults a sense of personal obligation , moral upbringing, and evoke spiritual stirrings in order to shape and mold a mindset that will stay with them for the rest of their lives. Article 5.  Income and Revenues- will be be given to professionals whose expertise is in the field of finance,business, etc.

 

1. All incoming revenues and expenditures will be posted online on the C229 site ( or a site chosen by the supervisory- overight  committee) at all times for membership monitoring.

 

2.  Our goal is to increase the number of black businesses in order to encourage entreprenuership and sustain a business presence in black communities, where currrent  numbers for black businesses In Chicago for example, and perhaps nationally, are down.

 

 3.. Donated talent can serve as a fundraiser for Black America, (i.e, should this agenda become a not for-profit 501c3 organization) ; singers, movie makers, authors, athletes, lecturers, etc. could donate their talents.

 

 Article 6; Amendments to the Constitution

 

      Requests to amend the Constitution can be presented, however, to forestall a barage of moot or frivilous requests, the Amendment Committee will only prioritze two requests per month, and these requests to amend must be of such a nautre as to affect the entire black community.


Article 7: Community Philanthropy Set Aside
To build the character of the black community, it is asked that residents set aside a small monthly sum to be given to the poor and homeless, particularly during the festive and meaningful months of November and December; to shelters, organizations, and in person giving out on the street, or in whatever manner you choose to give. A giving community shall be a blessed community.

 

Article 8: Historically  Black Colleges ands Universities Annual Fundraisng lLaunch.

 

Historically black colleges and universities (HBCU's) produce tremendous numbers of our black doctors, lawyers, and educators. Knoxville College had only 11 students in the entire studnt body in the spring of 2015, and temporarily lost their accreditation and had to close its doors for a semester. (The school was back in operation in the fall term that year). The amount of money owed by Knoxville College then was a mere pittance,that could have been satisfied with an ANNUAL  FUNDRAISING LAUNCH from black America. 

1. $20 dollars from 5 million black people would generate $100 million dollars.

 2. As of late (in 2020), HBCU's have been blessed to receive huge gifts from donors. However, we must keep an eye out for schools that might be pressed for funds.

 

 

Article 9: Health and Longevity

   All persons shall endeavor to employ proactive ( looking to prevent) measures to promote good health, and healthy lifestyles when possible, as health seriously affects the lives of individuals, families, communities and the nation, spiritually, economically, socially, educationally, and civically.

 

Article 10:  HBCU and Black Church Ties.

  Black Americans recognizie  the natural relationship between HBCU" and black churches. Black churches could end many church members and associates to enroll in HBCU's, while students on summer vacation could work communties in an effort to build relationships between parents-students and neighborhood churches. With a little creativity, students could be paid for their work.

  

 

 Article 11:  Non- Violence

The national position of  the vast majority of African Americans is that we do not condone violence, unequivocally and without discussion.

 

Article 12:  The Million Father March

The nationwide Annual Million Father March shall be recognized as an Article within this Constitution in order to promote family and community bonding between all components of society.

 

Article  13:  Preservation of The Environment

The African American community within these United States shall progressively increase in our duty and knowledge in preservation of the environment as a global concern.

 

Article 14: Voting Accountability

 A Black communities Constitution  calls for 90% black voter registration and 90% black voter participation 

(per city and state) as a matter of THIS/OUR CONSTITUTIONAL COMMUNITY ACCOUNTABILITY.  

 

Article 15: Implementing an Age of Responsibility. for America's at risk age Black children, (et. al.).

     Purpose: To convene parents/guardians who have  at risk age children who are approaching, or are at an age at which they must be told and made to understand  their responsibility for their acts, ( 12-13 years old,)and their roles as future members of the black community, 

 

 Article 16: Non-nuclear Proliferation, Life Preservation

   To propagate within the black community an interest in global non-nuclear proliferation and to include in this global awareness a call for global forums (dialogues) that include  long life extension research as (a) non-nuclear proliferation and (b) longer living and quality of life are subjects that are inherently related. The leaders of the world must know that only a nuclear winter will be the result of what I believe Dr. Martin Luther King Jr. said; "...either we live together as brothers, or perish apart as fools".

      1. The church communities are (should be) inherent seekers of peace based upon the blessings given to those who seek peace from Jesus who proclaimed, " ...Blessed are the peacemakers"...

            b). To allow the interest of America's black communities in global non-nuclear propliferation to mirror the need for calm, peace, and non-violence in black communities across the America and elsewhere. After all, global economic, social, and political agendas mean nothing when compared to the  nightmare of nuclear attacks upon living creatures of all kinds.

  

Article 17. Incremental Reparations: This Article in no way intends to diminish the quest for Full reparations owed to African Americans for their uncompensated labor in building the American empire. Article 17 purposes to suggest a practical alternative. 

 

 Example: A call for Full Reparations for American black people has not happened in over three decades. I know of at least one Historically Black College and University (HBCU) in 2015 that was experiencing financial issues. If 15 states in America, e.g., California, Illinois, Texas, Georgia, etc., for example, were to release just 15 non-violent offenders, perhaps to home monitoring or something, saving the annual cost of incarceration for that person, that money could be best sered somewhere in black communities for health care, business generation, or black colleges survival. One in the hand is sometimes better than. two in the bush.

  Article 18: National African American Community Improvement Association.  

     To Create and Sustain an African American National Community Improvement Association, to address all issues affecting life in black communities.

       a. Persons belonging to existing organizations, associations, etc., can continue in those endeavors, and still belong to the national" AACIA", even if your organization is currently a national entity.   

 

   Article 19: To create a supervisory board who will direct and guide the course of actions for this endeavor; Scholars, business persons, clergy, educators, athletes, health professionals, communication and technology professionals, experienced grass roots community participants, Parent-Teacher (PTA) members, et.al. 

 

   Article 20: Institutional Interactive Support Systems. ( I was given a few minutes to present this concept a few years ago at the Evanston-Skokie School Distric 65, and Bellwood School District 88 school board meetings). 

   To create an organized system (continuum, a continuous flowing circle) of interaction between parents-students>>extended family>>church>>school>> and community.

  Proposal:  Parents themselves ( and on behalf of their children) will enter into a voluntary agreement,"Intent To Succeed" Form, ( formerly Intent of Profession Form). We need the signature of parents-guardians, that serves as their committment to work with the above entities noted above in the OUR HOME picture. We will get your child to productive citizen status if you work with us and our institutional partners.

                                      FORM

   I, name, on the __________, hereby make a parental ( guardian) pledge to join the efforts of instutional community partners in hopes that they, along with myself ( and spouse),  will endavor to assist my  children ( or those under my care), names, in achieving productive and successful citizen status. 

 Note***- Physical abuse of children will be less likely if it is known that persons of interest who are helping to grow the children will be calling and monitoring their progres and well-being,

                                          FORM

    At the "Age of Responsibility", 12 or 13 year old, see Article 15, the student will make an initial committment of some profession or purpose in life. These decisions can change many times of course.

I, name, on this date,  the pastor (person in charge) of name of church, have notified members of this church,(or organization) of student (student's name) initial committment to become a (profession), and has our spiritual and moral support. (Place a copy of this form on the church bulletin board). Family members, friends and neighbors, and the student' respective schools-teachers should be informed, The student now knows that he or she has some expectation for them to succeed. 

Make at least 3 copies. One to frame and place in the student's bedroom (if possible). One to copy and paste on the refrigerator. One for a personal church bulletin, or for your local community church.

     Article 21: All African Americans should register on the National Cenus rolls. The areas where we live are allocated political representatives and government funds based upon these numbers- very important.
